Define the Problem
When it comes to tackling your organization’s commute challenges, the first step is articulating the problem—and often it's plural. The thoroughness with which you define these challenges will directly correlate to a rising commuter happiness quotient down the road.
Looking into the not so distant future, your success will be measured by the incremental improvements made in each problem area identified at the onset. Comprehensively identifying these gaps and disconnects in your commute program is an exercise rooted in asking the right questions. And a lot of them.
Often times parking problems trace to other seemingly innocuous oversights like more marketing communications about employee commuter benefits and how to utilize them. Other epiphanies we've seen are employees embracing non-monthly parking and being financially motivated to find a semi-regular carpool. All in an effort to solve the larger organization problem of a diminishing parking supply.

Perform a Policy Audit
Policy is the mother of innovation. The vital channel through which flexible, safe, and equitable commuter benefits are given life.
This Policy Audit document, along with the following Finding Your Baseline exercise, lays bare your existing commute policies. This includes things like your employee parking policies: Is it paid monthly? What is the cost to employees? And to you, the employer? Do you offer no-fee permits for some and not others?
Most large employers view parking policy as the lever capable of creating the most positive commute program change—and rather quickly. Understanding where you stand with all of your commuter benefit policies—and mapping to where you want to be—is the goal of these steps.

Find Your Commute Baseline

Replace the word customers with commuters and you have a great starting point for establishing a commute baseline at your organization. That’s not to say it’s all about the pain points your employees are having—there are meaningful (and actionable) data points to be found in the magnificent and mundane commuter feedback you receive in surveys, too!
In addition to the anecdotal insights gleaned from an employee survey, it’s important to formulate a quantitative baseline. There are varying degrees to which organizations are able to establish a measurable, data-informed baseline. And that’s okay. We encourage you to calculate—and estimate—these elements even if they are very basic.
Connect Commute to Business and Brand
Commute programming must live in harmony with your business goals and brand values. This kind of intentional planning lays the groundwork for a strong, interconnected commute culture. Asking yourself things like, what does our organization value? How can we align seemingly benign aspects of our commute program with larger business goals, strategic priorities, or corporate initiatives?
When commute leaders are able to lay out their commute program goals within an interconnected framework of business goals, it becomes increasingly easier to get leadership buy-in (more on this later) and communicate the ROI in terms felt both financially and personally. Sure there will be a boost to the bottom line when the proverbial fat is trimmed and systems are humming BUT the real return is having an uncompromising commuter experience. One that delivers on your organization’s core values and elevates the culture.

Create SMART Goals
SMART goals set the stage for meticulous execution. The process of identifying and setting goals determines success just as much as your action plan does. Increase your chances of success by setting SMART goals. Let’s take a look at a SMART goal in action:
GOAL: We want to free up 50 parking spaces by Q3 of next year.
We will free up spaces by growing carpool and bike-to-work programs at Campus B. We’ve set this goal based on 62 employees expressing interest in carpooling options in our recent survey. We also found that 20% of employees would bike more if gamification and rewards were made available.

Set The Stage
Secure Stakeholder Support and Leadership Buy-in
Once you’ve documented steps one through five, the final piece of the puzzle is making your case for a commute management platform to leadership. Getting decision-makers on board, across departments, is crucial to this process. Identify low stakeholder buy-in early on this process—and seek to show them the value by making the commute problems palpable. And then allowing them to visualize the future-state with a platform.
